Upon consideration of the motion for preservation of torture evidence, it is
ORDERED that respondent take all measures necessary to preserve the material described in petitioner’s motion for preservation of torture evidence pending the remainder of briefing on that motion and further order of the court. The purpose of this administrative order is to give the court sufficient opportunity to consider the merits of the motion for preservation and should not be construed in any way as a ruling on the merits of that motion.
